It says you can't download a file that is needed for the game to run.
This kind of Nebula error happens quite frequently and in most cases it is just annoying but harmless one time feature. Now ... the question is: did it happen just once to you or you are getting this error all the time you are launching the game?
IF this error happened only once and you were able to play after restarting the game ... then you have nothing to worry about. A simple disconnection or a brief net failure can cause it.
IF you are getting this error all the time you are launching the game ... that is a real issue. In that case try to download the game files ... again (don't delete the old files in the TEMP folder) and start the game again. If the error happens again try to launch the game in browser and see if the game runs without error.
The error is probably caused by a CDN failure or a bad connection ...
If you are still getting the error after all ^ that ... just let me know I will upload the file from my game folder and give you a link so you can download it and put it in your game folder.

By cleaning files and reinstalling the game you are only making it worse.
Could you post screenshots ... so we can see if it is actually the same error?
