    It is an Increased block rate attribute line.
    Prior to level 55 update, shields had only % Increased block rate attributes.
    Now, shields have both % Increased block rate as well as % Improved Block rate on this item attributes.

    Your final block rate is calculated as follows:

    (Base block rate of the shield * (1 + Total % value of "Improved Block rate on this item" attribute lines)) * (1 + Total % increased block rate attribute lines from shield and other items)

    I think that shield was crafted with old legacy shield that is why it has that enchantment.From what i know that type of enchantment don't exist anymore.
